House Minority Leader & 4Ps Partylist Representative Congressman Marcelino Chicano Libanan is a stalwart defender of good governance. He was catapulted into national prominence when he made his mark as Commissioner of the Bureau of Immigration in 2007 up to 2010.

During his term as Commissioner of the Bureau of Immigration

He demonstrated his stripes of courage as he dared the syndicates that held sway in the Bureau to reform and stop their illegal activities. His efforts soon paid off as the Bureau Ranked No. 3 among 100 government agencies in terms of Integrity Development Action Compliance, in line with the Anti-Corruption Campaign of the Presidential Anti-Graft Commission in 2008.

During his term as Commissioner of the Bureau of Immigration

The Bureau of Immigration was commended by the House of Representatives, through House Resolution No. 332, for realizing a P2 billion collection from immigration fees in the year 2008.

Evident in these is not only his advocacy to fight for what is right and for justice to reign in government, but his keen intellect and sharp mind as well that enabled him study-in depth the Constitution and contribute to the wealth of wisdom in the deliberations thereon.

During his stint as the Representative of the lone District of Eastern Samar

He passed various bills in the House of Representatives which later on became landmark legislations such as the Republic Act 9160 or the Anti-Money Laundering Act of 2001, the R.A. 9285 or the Alternative Dispute Resolution Act of 2004, the R.A. 9406 or the Public Attorney’s Office Law (PAO Law), the R.A. 9225 or the Citizenship Retention and Re-acquisition Act of 2003, the R.A. 9394 or the Charter of the City of Borongan.

Singular Accolade as the Father of ESSU

Passed R.A. 9312 or the conversion from then Eastern Samar State Colleges to Eastern Samar State University - thereby earning him the singular accolade as the Father of ESSU.

For his commitment to excellence and public service, the United States Department of State's Diplomatic Security Service Overseas Criminal Investigation Unit awarded him a certificate of recognition and appreciation in 2010, and the Philippine Chamber of Commerce Award for Recognition of being a public servant committed to excellence, good governance, and reforms.

Outstanding Public Servant Award

He received last year, 2022, from the Public Attorney's Office, during the National Convention of Public Attorneys in PICC, Manila.

Major Positions in the Eleventh, Twelfth and Thirteenth Congresses

During his three-term he held major positions among which were: Majority Leader in the Commission on Appointments, Chairperson of the Committee on Justice and Vice Chairperson of the Committee on Constitutional Amendments.

Minority Leader in the 19th Congress in July 2022 by his unanimous election

As Minority Leader, he plays an important role in our system of checks and balances. He stands tall among the minority leaders in the House of Representatives who had served as a voice of conscience in the pursuit of vital legislation for the common good.

Last year, 2022, he continued his work in the legislature upon his election as Representative of the Party-list, 4Ps or Pagtibayin at Palaguin and Pangkabuhayang Pilipino which is focused in pushing for legislative programs for community empowerment and improving the general welfare of the Filipinos.
